Yep it’s like that for all elemental resists
Not a Bug - a Design decision apparently.
There’s huge Diminishing Returns on ‘All Resitances’.
The sweet spot seems to be around 50%. That appears to be what the Devs decided was the soft cap.
As expansions come and the possibility that Characters might level beyond 100 or itemization and difficulty changes, I’m sure we’ll be seeing the ‘Soft Cap’ go upwards - but for now it is what it is.
Tip to OP -
From my personal experience - I just let my Amulet and Rings cover my Resists.
Otherwise I stack various Defensive affixes throughout and well… My Rogue can tank an unbelievable amount of damage.
Focus on Armor%, Skulls in Jewelry, Flat Damage Reduction(DR)%, % reduced Range/Close and %reduced Injured if you feel that’s necessary.

If intentional, it is Blizzards way of saying “screw you” players. There is no way you can get gear that exactly makes 50% of everything, and only 50% of everything. So there are many many gear spec slots wasted by duplicates. Every piece of armor weapon and jewelry has a resist something, so a minimum of 10x 2 or 20 slots consumed for 4 “usable” resist slots.
I totally understand.
Having “extra” resists is inevitable with the sheer quality of X resist % as Item Power increases and seeing that it does not translate directly into a higher defensive % protection is a big let down.
But I assure - resists in general ARE NOT going to keep you alive nor do they offer all that much protection.
Amulet and 2x Rings - ideally of 4 differing resistances - along with Armor% where you’d normally have a Resist, ie. Chest for example.
Well weapons certainly don’t have resists that I’ve ever seen.
But I digress…
If I see a chest with Double Resistances = insta salvage.
A resist affix is an auto “Bad Affix” for me. So if there’s a 2nd undesirable affix of different type + a resist that piece of gear is instantly salvaged.
Look at it like this:
Unlearn everything you knew in any other Diablo game regarding “All Resistances” for the time being.
Simple.
There’s MANY more viable means in this system to be “Tanky” and increase survivability.
Question: If for instance you are upset that Poison Resist doesn’t stack!!! Like you said in your OP.
BUT - I offer you 5 other solutions to mitigate ALL TYPES OF DAMAGE - not “ONLY Poison Resist” - why are you going to continue being upset about it?
% Damage Reduction Applies to ALL DAMAGE TYPES.
% Armor and Armor Value applies to ALL DAMAGE TYPES.
I mean basically they’re saying - Hey players don’t waste affixes on ONE TYPE of Defense - Use these to mitigate ALL Damage types…
