It’s not doing anything. I’m not sure where the issue is, like is it Poc or is it Lum that isn’t working, or is it just the interaction between these two that breaks them and they both work fine with any other rune? I don’t know, but anyway, please fix it, looks like it has been broken many times before or just for a really long time now.

Poc
Gain: 5 Offering
Spend 5% of your Maximum Resource.
Lum
Requires: 5 Offering (Overflow: Increased Resource Restored)
Cooldown: 1 second
Restore 3.5 Primary Resource.
So basically spend Primary Resource and you get some back. Say I have 100 Primary Resource and I cast something that spends all of it, that’s 20 activations so I should get 70 back if that is how the overflow works, but I’m not getting anything. So unless there is something I’m misunderstanding here it’s completely broken.

If you expect to get overflow for more resource, then you canot, because the amount of Offering you receive from the Poc Rune exactly fills the required Offering of the Lum Rune.
And for spells that expell all your recousre you cannot proc it more than once pre cast because of the 1 sec cooldown of Lum.
I had the same question and stumbled uppon your post and noticed the 1 sec oooldown and it all clicked
