I just saw the ptr changes to grizzly rage, and the change that makes the cooldown start after the ulti is over will be a bad change.
Currently grizzly rage is only good because you can keep the uptime. It already come with significant disadvantages, as you can only use werebear skills and cant use shapeshifting buffs(quickshift, heightened senses, wildheart boots and many others.)
If anything, just remove the unstoppable effect, and perhaps nerf it a bit if you feel like it.
As it currently is, it is really fun to make a build around. But after the changes, nobody will play it, and your change nerfs fun druid specs that are already on the weak side. The downtime will be way way too huge compared to the downsides described above.
You will force most builds(pulverize etc) into the shapeshift archetypes, which feels horrible to play. Having to maintain several buffs with different short timers is not fun and feels horrible. High grizzly rsge uptime was very enjoyable for pulverize and other specs - and not overpowered or broken in any way. Why change it for the worse?

I went with GR for my Lightning Storm build instead of using Wildheart/Zenith and it felt much stronger and I got to around pit 110 before I felt that pushing further would not be worth it as I wasn’t getting much farther anyway. But if there was a bunch of GR down time it just wouldn’t have worked, so yeah.
Especially after seeing how well everything with Spiritborn seems to mesh together I got very jealous that making things work on Druid, the OG hybrid class, is so difficult and requires so many aspects. I have been saying for months that Druids stuff should play better together as a class base line. More similar to how the WoW Druid works, you have a real reason to swap to dif forms but the only reason to swap in this game is to try to keep up buffs on very short timers. To me that is one of the things wrong with Druids that will be tough to fix, you have to specialize in a form and then the only reason you ever switch is if you are invested a talents/gear that requires it. Boring and just not fun or optimal the way arpgs are played.
You are right man, it shouldn’t be nerfed. But please do not remove unstoppable effect, cause it’s great to use GR as a defensive skill. And yes could be good to use other skills during rage to maintain shapeshifting perks, that will be the only option to nefr Gr statistically
