30% is simply too low to be viable but tying it to Lucky Hit makes it downright unusable. If you insist on making it Lucky Hit, it needs to be 100% at max rank. If you are forced to build Lucky Hit to make it work you should be rewarded because that sucks out all your damage if you do. Otherwise, it needs to be 50% and not tied to lucky hit. No other class has problems with vulnerable uptime. Barbarian needs to sacrifice extremely important abilities to make it work and even then, it still takes what, 11 minutes to kill Uber Lilith when other classes do it in seconds? Ridiculous.
