Please Allow Movement Aspects and Passives To Work In Town

All my MS comes from Reaper’s Pursuit and I’m at 100% molasses speed walking in town.
I also notice some move speed aspects are always on regardless where you are but others aren’t.

Please grant my Make-a-Wish wish :melting_face:
