You do it on the website and not on Diablo Forums. You cant name and shame for any reason even if other party is 100% provably guilty. How much did you lose?

diablo trade is not a part of Blizzard. It is 3rd party site
Second thing - if someone promised You something for gold etc. (doesnt matter if it was via Trade chat or 3rd party site) - you should be carefull. Especially if You gave something first
And doesn’t matter if it was in-game or not. We called it … LIFE
