I am lvl100, PLENTY of shards, have rebooted, restarted , etc… In Cerrigar, and obelisk is grayed out…
Double-check that you are in WT4. Maybe try changing to another WT, then back to 4 to see if it resets the proper world tier.

Have you run a nightmare dungeon since the latest patch? There was a small bug with it where the Pit and Masterworking had to be “unlocked” again because it got grayed out, due to the whole sharing unlocks across all characters. Try running a nightmare 46+ again, I bet that would fix it.
