Data:
At Torment 3, my res and armor are capped. At Torment 4, my res and armor are not max.
Test 1:
If I do pit tier 64 (Torment 3) with Torment 4 selected at the statue, in pit tier 64, I check my res and armor and they are not capped, meaning they are using Torment 4 penalty while fighting in Torment 3 difficulty pit.
Test 2:
If I do pit tier 65 (Torment 4) with Torment 3 or easier difficulties selected, in pit I check my res and armor and they are not capped, meaning the pit is applying Torment 4 penalty.
To fight at pit tier 64, I need to manually select Torment 3 difficulty too, so I am not fighting at lesser res and armor.
I feel like this is a bug. If not bug, then this is a PSA to select easier difficulty if you opt to play lower tier pit for easier/faster clear.
If I play T3 tiers, I want T3 penalty applied.
If I play T4 tiers, then I want T4 penalty applied.
If I play T2 tiers, I want T2 penalty applied.
If I play Normal tiers, I want no penalty applied.
Yet if I set the difficulty to, say, Normal, then fight at pit tier 65, the enemies are still at Torment 4 difficulty, instead of Normal.
If I play T3 tiers, I want T3 penalty applied.
If I play T4 tiers, then I want T4 penalty applied.
If I play T2 tiers, I want T2 penalty applied.
If I play Normal tiers, I want no penalty applied.
Anyway, just let the devs see and see what they think.

I wish to play at easier tier, for lesser reward appropriate for its difficulty, how is that an exploit? If I want to fight at Torment 2 then I want T2 penalty applied instead of T4. The game should be smart enough to apply T2 penalty when I select T2 tiers. How hard is that to understand?

T65 is a torment 4 lvl pit but somehow you think it’s possible to turn down the restriction because you decided it’s too hard? Idk if you’re really stupid or really bad, but it isn’t gonna work out so stop using trash builds and trying to exploit nothing

And you don’t seem to be getting the message. The game is what it is and what you want is irrelevant. If you want to play T3 than select a T3 Pit. If you select a T4 pit you will get T4 penalties. It so simple but apparently you are having problems comprehending the reality. Maybe instead of insulting other people you should look in the mirror…
Don’t let these trolls get you man. I, a sane person with average or above comprehension levels, perfectly understand what it is you’re saying.
Pit level penalties should correspond with their associated difficulty regardless of the world difficulty you’re currently in. This is all basic logic that worked perfectly fine in D3 but the D4 team can’t even manage to make the game mechanically sound with the literal blueprints right in front of them.
My guess would be that loot configurations are tied to global world tier and if you were able to Set WT4 and then compete in lower pits without that world tiers penalties it would be an exploit for higher drop rates without the debuffs.
This thread alone is enough to convince a person that reading comprehension is a lost art and/or these forums are full of bots.
OP’s assessment is correct. This is a bug, albeit a minor circumventable bug, but a bug nonetheless. If it were only a handful of these bugs, I would say we’re nitpicking as consumers. But Blizzard has continued to serve up half baked Beta-level seasons since launch. I’m glad we could all pay to be testers.
There is a reason that in the pit selection screen it says “pit level 20 - torment 1”
Because the torment 1 penalties will be applied until you reach pit levels that access torment 2

Farming pit level 75 for glyph upgrades with no torment penalties is an exploit and is not an intended game mechanic. if you were able to play on normal difficulty with no penalties at pit level 75, that would be a bug, not as it is now

But yeah, once you’re in a higher world tier, it’s going to stay there in the Pit. The only time the Pit is going to change is if the pit level is a higher world tier above you. Otherwise you’re just going to have to start switching world tiers manually
Also getting armor and resistances capped is really not that difficult this season, just saying
