Im now level 89 on my rouge, playing twisted blades. I have not seen Penitent Greaves drop once on 89 levels. I have gotten many other uniques for other builds, but the greaves have exuded me. Blizzard what is going on? Matter of fact havent seen but a few rogues with them.
On my druid, before season 1, they dropped for me at least 1 a week. Has the drop rate been nerfed? 89 levels none…
Had them drop once for me, two rogues. RNG is RNG.
I’ve gotten them once on my level 77 season 1 rogue - had multiples of many other uniques. They seem to be a less common one.
I just found one today from a dungeon completion
I haven’t seen it either. I’m only lvl63 though.
Have 4 condemnations, 1 Hakan, 2 grasp of shadow, though.
Rogue 82 here and the boots finally dropped doing Helltides tonight (in Eternal). Also picked up my first Asheara’s as well.
Funny thing is I didn’t know I got both until the event was over and was going through the stash back in town (made a few trips to empty my inventory during the runs). Was rather surprised to see both.

My penitent’s didn’t drop until level 92 seasonal and Temerity at level 99. Preseason I had both early. It’s just RNG being RNG.
Just bad RNG. I looted 6 or so greaves on my way to lvl 100.
I didn’t see a single Asheara’s Khanjar drop on my way to max level, then I got 3 drop in one night.
Seems to be my luck. 3 ancestral daggers, all condemnation (level 76). I’ve had like 7 penitants drop though.
FWIW, I think they drop way less on rogues compared to some other classes. I think Sorc sees more of them.
Update, got first one item level 796, then an hour later got another one item level 806
As a matter of update, I got mine at level 74.

On eternal lvl 100 i have 5, now season lvl 84 nothing so far 
You used all of your Pentitent allocations until season 5 sadly. Gotta do the seasonal jail break and transfer in. Lol.
It’s possible to import an ancestral aspect on it and raise the hard caps on stats 
At launch my greaves dropped at lvl 95…season 1 my greaves dropped at lvl 98…. Both times I got another greaves drop right after the initial drop… coincidence or just good/bad luck?
I think loot table drops greaves much less for rogue then other classes.

I had two Sacred greaves and got an Ancestral one to drop from a normal dungeon at level 73. RNG favoring me, I guess.
