While the patch notes don’t specify a time frame, only a date, it has generally been 10 AM PST. Mother’s Blessing announcement specifically listed a time that it’s supposed to start, so something is up:
From August 20, 12 p.m.–August 27, 10 a.m. PT , all players will earn 35% experience and 50% Gold at a (multiplicative) increased rate .

The console and steam ones have to be scheduled ahead of time because they’re working with third parties that have specific schedules for updates.
