I have 3 times devouring blaze on my amulet. But that passive is not connected to the rest of the skill tree, since I did not skil “Inner Flames” . Is it active anyways?
Yes, skill from items work even if you didnt pick them

Yes I believe so. passives activate from items. You are thinking of skills that you have to put on your skill bar to activate. Passives do not work that way.
I was just wondering because the skill is not highlighted like all other skills and the red line is also not there. The only incidaction is the 3/3. But if it works, I am fine 
I think it doesn’t highlight so much as it shows the blue number or something that is how much it is upgraded. You could test it out . What skill is it?

Its devouring blaze in the mage build
Ok the easiest way to test that is to cc a target to immobolize them then hit them with a fire spell. When they catch fire hit them again and you should see a crit. Of course this skill is only useful if you are a fire sorceress or use a fire spell with a cc.
