Orange LS sorcerer with slow TP

I have fully masterwork all my gear 12/12 and evade down to 1.9secs and yet i cannot perma teleport.

Weird thing is i can perma tp only in undercity.

Am i missing something? Is there a sequence i need to do for perma tp? Thanks in advance

You need boots with attacks reduce evade’s cooldown by 1.5 seconds. The sequence is to hold shift + left mouse button permanently then press evade.
The best way with least strain to do so would be if you assign evade to the mouse wheel. Just keep rolling with the mouse wheel while holding LShift + left mouse button down (ball lightning).

I use flickerstep and attacks will reduce evade cooldown with 2.5 seconds.
That in combination with at least 65% attack speed will let you evade (with teleport enchant) nonstop.
