As long as you have a stable internet connection and have the game installed on an SSD the minimum requirements are not alot.
Make sure your drivers are upto date and if you are running a 
make sure to turn crossplay off

Find this program. It free. Install it, run it and limit Diablo 4 (after starting it) to no more than 10. Once i did that, i had almost no issues. Seems Diablo 4 wants to use more CPU than any PC will allow. This program limits it to 90% so at least 10% can be free.
