When playing with a friend, the friend may skip events. If they do, I will be skipped too, even if I haven’t played that event yet. It would be good if the party leader had the right to make decisions such as skipping events.

I do not agree. Every player should be able to do the same quest steps and talks.
The game should check the quest state of every player. Some quest will progress only if every player in the group meets the requirements. Very simple.
I always wonder how developers invent a questing system that is buggy or does not work in arbitrary coop settings.

I thought it would be easier for my friends not to have to worry about me if I could just call the shots when I am the leader. If Blizzard can program it for us, that would be better.
Does this game even have a party leader? Or are you all just in a group?
Still it makes sense not to group up with randos if you are doing story missions.
If you are grouping with friends TALK to them, verbally, out loud.
