Frame Rate Hitching / Stuttering on PC 4090

In the Windows firewall → Incoming rules. There should be two Diablo IV Retails rules (name could be little different). If you double click them then one has the protocoll type UDP and one the type TCP. Right click the UDP Rule and disable it.
