It’s dropping for me but a very low rate. It’s almost like they did something to slow it down.
Just FYI, not all dungeons have keys. There’s a listed rotation each Season.
Dungeons entered without a key are not NMDs. Obducite only drops from the NMD version.

Not true, they also drop in Torment 1,2,3 and of course 4 using NM sigils or keys Obducite is not locked to only T4.
