I was going along the quest just fine and filled up my inventory, went to town to salvage, and came back to Donan, Neyrella, and Lorath sitting still stuck not wanting to move to objective. Only fix is to restart the quest.

Same issue happened to me. Might have been caused by starting a TP right as the NPCs were starting quest dialog about the bomber NPC above. Was able to engage NPC on the cliff, which flew away, then they stood there and would not progress.
I just went after the npc on the cliff from the start, didn’t wait for them to tell me … now they’re giving me the cold treatment. And now I have to do it all over again ?
The same thing happened to me. my inventory was full. I went to town to unload and I came back and the 3 npcs were frozen. There was nothing I could do. I engaged the bomber on the cliffs but that still did nothing. I left the game to reset the quest but it took forever to get back into the game again.

Same happened to me here, NPCs “froze” when I went to the city and came back, I had to leave the game and come back
