Not working aspects

Hello,

I have been playing for a while now and noticed that two of my aspects on Legendaries are not working.

Wind Striker Aspect - Critical Strikes grant [8.0-16.0]% Movement Speed for 1 second, up to 6 seconds.

I am doing plenty of critical strikes with my Tornados and Storm strikes, however, I was monitoring my movement speed and it does not change at all.

Yes, I have now noticed the same thing. This aspect does not appear to do anything and I honestly do not want any of the other aspects.
