While doing the Sealed Archives NMD, it tasked me to slay the Decayed Keymaster who did not spawn so I couldn’t finish the dungeon. I attempted to exit and re-enter the dungeon and no luck getting him to spawn. I also slayed every enemy in the dungeon. I did not encounter him before doing the Event that spawned in the dungeon.
