Its frozen orb with conjuration for sure. + Lucky hit proc. Casting one have chance to cast the other almost infinite

How do you qualify best? Best for speed runs? Best for pvp? Best for Gauntlet? Best for for NMDs? Best for bosses? Best for PIT? You can be best for one and suck at the other. There is no universal build that is good at everything, so id relabel the title of this thread to your specific use case.
