Necrotic Carapace prioritizes BASE HP before Fortified HP

Just as the title states, I have been trying to figure out what the issue with this skill is that makes it bug out.

Some people say that Hewed Flesh is problematic with it, some say Titan’s Fall is the issue. Unanimously, everyone seems to acknowledge that they feel VERY squishy using it.

Well, from what I am seeing the passive IS properly applying Fortify in the right amount per corpses on the ground, but when you take damage it is prioritizing your BASE HEALTH to be taken over the FORTIFIED HEALTH.

I can certainly be wrong about this but from my observation this is exactly what is occurring. I even brought my hp down to about 3-5% with a FULL HP bar’s worth of fortify and yes, you will die. Fortify seems to actually be doing nothing at all if your base hp pool is being prioritized first.

Some clarity would be excellent if I’m wrong about this.
