It depends what you mean by hard. Of course it’s Blizzard build. Have you tried Incinerate?
Duriel isn’t hard if you compare that to NM 100, so that logic doesn’t make sense.
I agree Ubers shouldn’t be easy to get, and the process shouldn’t be annoying too. We should make Duriel have one shot mechanics, right?
I think this would also lessen issues with mat RMT and buying services for mats.

I like your idea although don’t think there needs to be higher level nightmares. Implementing this into tiers 90-100 with 100 having the highest chance seems great to me.
I may get sweaty sometimes running the dungeon but would pick this approach over Duriel mat farming anyway.
I’d still take an actual decent chance of finding an uber almost anywhere over this OR Duriel though. My happiness over the surprise discovery would be like 100% multiplicative joy. I know they’re increasing the chances of this so maybe someday!
