There are a lot of build specific buffs to skills and passives, but the overall damage numbers took a nerf due to Crit and Vuln getting nerfed.
Then they shifted power to offensive affixes vs defensive ones. And they made the open world easier by making it and regular dungeons, player level -5, which I am guessing because overall damage went down. They left the NM, Helltides and Legion events as is, I am guessing because they want them to be harder relatively to the players.
My guess is subtract about 5 levels from the NM dungeons you were doing before due to overall power shift. It is not nerf or buff, but overall shift relative to the game, but yes everyone should be weaker relatively.

theres no easy way to tell you this but your friend wants to play baldurs gate 3 but doesnt want to do it multiplayer with you, sorry!
Technically, there might be more buffs than nerfs, but when the buffs are things like “increase x from really bad to slightly less bad” and the nerfs are “reduced CDR by 30% across the board”, it tips the scales a ‘bit’ the other way.
tell him that “increased by a negative value” is equal to say “decreased”
