I have been looking everywhere, not one Soul has asked this question.
Why can’t we walk and attack at the same time,
Is that like a feature of these games.
I couldn’t play Diablo 2 remastered because of this, it was so annoying,
I’m surprised that I’m the only one that has a problem with this, you could dodge so much stuff and it would make more fun
Get a controller, it’s so much more fun.

Can you walk AND attack with a controller?
You’re using the left stick to move which is completely independent from the ability buttons, so even if the movement stops while the ability casts you’ll start moving again afterwards if you’re still pushing on the stick.
It’s also console style action targeting where you point/move to select a target which I find much easier. Some may think it is less precise or harder to pick out specific targets.
Note that for mouse/kb it’s defaulting to merged movement and attack controls and you can go into the settings and split them so that you can have separate buttons for the mouse button attacks that are normally tied to movement, and this might solve your original problem. This is effectively how it is on controller from the start.
basic melee skill yes, but not ranged
For me, the Diablo franchise made “stutter stepping” a skill I’ve learned and mastered on mouse and keyboard.
The weird thing is that “force standstill” hotkey seems to be buggy for me. I’ll hold it down and cast say my basic attack and then tap my right mouse button for something like a core skill. My character ends up moving when I do that like the game “forgets” I was holding down the “force standstill button” which absolutely breaks things like the aspect that increases damage when you’re stationary.
It’s only this game with that issue iirc. If it makes you feel better though, there are abilities you can channel while moving like barbs with whirlwind but it’s not as fun as it is in D3.
