I was trying out several builds, respecing a couple times and I lost two skill points. But I found a solution that worked for me; take off all gear that adds skills and do a full respec, I now have the correct amount.

I have two characters 1st is a joint game with my friend, and 2nd is my solo game. I don’t think they’re separate. If you claim the point in one game, you only get the gold bonus in the 2nd. You should see green . I just got to level 38 on my solo game, then refunded 2 skills. Strange I only had the two from the refund not the leveling up.
