I’m using a map to see what the quests in Fractured Peaks are, and I have 7 missing, but I’ve went to all the points on the map where quests are marked and picked those all up, so not sure what the 7 left are?
Is there a way to tell in game?
I have 5 quests to do in the big dungeons, is it possible they all have follow up quests?

Currently missing only 1 quest in Kehjistan, all other zones are fully done.

Edit: the missing quests are usually the ones that drop randomly from specific mobs or in specific area as well as quest items that drop from corpses, chests, ore veins and herb nodes.
I’m at the same point, 7 missing. My plan was to work on the other regions, see if NPCs send me to FP and the quests count there.
I suspect they’re randomly dropped quest turn ins from certain mobs.
“Oh, I found this thing - take it to so and so” → Get credit.
Problem is it’s hard to keep track of it or to know whether or not you’ve already gotten one in the past.
Quest can drop from random mobs.
Some quest are chains.
Some quest show up in SOME dungeons.
Fun times that they don’t notify you were they are.
Also, some things may not show up until a higher tier.

It wasn’t the case in the beta, but on the release, it’s mandatory that you FIRST end the story campaign to be able to drop this item in Gale Valley from a random Ore Vein. Ending the campaign will unlock this quest and the Righteous Idol one it seems and the last aspect dungeon of the Peaks.”

Probably missing some of the random item drop quests. I found a quest that you buy a quest item that’s on some random vendor in one of the towns and bring it to another one. I only noticed it by chance even though I had been to that town dozens of times.
But no, there’s no log about all of the hidden quests that are in each zone in the game. You’ll have to use a third party guide to find them all if you want to rush through it.
does anyone know if you drop down to t1 or t2 if certain quests become visible?
UPDATE: Nevermind! I got a random drop from farming the herbs in fractured peaks.
FrostBloom dropped, turned into Kyovashad and now 35/35. I wish I didn’t have A.D.D.
I am stuck with 34/35 on fractured
I made a post about this and I do believe there is a bug where if you have multiple items to turn in at the same NPC(looking at the Zalan Coste guy in Margrave and Timue in Hawezar), talking to the NPC only gives you one quest prompt and it ends up completing just one quest, but, makes both of the items disappear. I had the picture and a merchant thing to give to Zalan and both disappeared while I only got one reward. With Timue I believe the doll and venom are probably the ones that will cause this issue.
For those that are 34/35 in Fractured Peaks and has done all of the droppable hidden quests and still missing the last one, I found it for you. You have to finish the campaign, but I was doing T3 Nightmares inside the Kor Dragan Barracks dungeon and a Bloodied Note dropped. That starts the quest called Forgive Me. Once finished you are now flagged 35/35.
I may be a little late but… If you haven’t done all the Dungeons for the area… Your last quest could be In the Kor Dragan Barracks (norther most dungeon in Fractured and the one with the paladin Aspect) There is an Elite in there Julek, he dropped my 35/35 after house of killing skellies for the hungering bone and flippin rocks for the icebound geode thinking it was one of those… If this helps one person I guess I’m happy with that 
Yeah it did, i found your message and a website telling me the same thing…smh these quests are ridiculous and frustrating to complete, i have to figure out why i’m missing 1 in scotsglen now and a bunch in the last 2 zones…
