Lol, that is literally the quest, you have to find her in the ring it shows on the map to progress further…

I thought the same thing, but that’s not where she’s at. You’ll notice that the quest puts a greenish bubble around the entire town? That’s because she’s not at her usual location and your have to find her. You can find her by the billboard, by the east entrance to town.
