When I make a new character, I start off with 10 Skill Points to assign (not sure why, but whatever).
Then when I open the map and press W I can claim the first tier reward for each region which clearly states +1 Skill Point… yet claiming them does not grant me 5 skill points to assign D:
Edit: I’m guessing there might be some visual delay in indicating the Skill Points from that menu are pre-claimed if they were claimed on a previous character.
Or maybe I’m just blind and didn’t notice the bottom row was already ticked.
I am pretty sure they are already claimed in the 10 points if you have unlocked them

The skill points are always claimed.
Only the experience and gold portion can be claimed manually.

Those 10 skill points you start with are the 10 earned from your region rewards. 1 each at Tier 1 for each region (5) + 1 each at Tier 3 for each region (5).
Once claimed they are always there, for each hero, automatically at creation. You don’t claim them again, just the gold and bonus XP.
That only claims the top reward. The bottom ones are automatically claimed as soon as you create the character or earn the rank.
Hence why you started with the skill points. It was automatic. Claiming again doesnt give you more.
