Everytime I kill a goblin I get the popup. It is showing a tier completed, I think 8. Problem is, I’m not seeing what to do. I’ve been all over Kyovashad and don’t see any statue. Is it not in the city? I’m only in Act 5 so do I need to complete the campaign first?
yep, just had the same issue. Once I finished the campaign the alter appeared in Kyovashad.

Not there… I think I have to finish the campaign. Means i have to rush through it instead of enjoying 
Just take your time the base campaign is enjoyable.

And if you see a player named Irres dont forget to buff him with incense as soon as you can craft it
