Why? I mean, why spam it? Sure, that’s going to cause the game to do weird things. Its like going to the blacksmith on D3 and rapidly flipping through the tabs… But there is no reason to be doing that… lol
As for the horse, I have not been able to reproduce any of those issues. Mine plays perfectly fine, even if I’m hitting the speed boost button, which for mine is the spacebar. I can leap off the horse and do a skill thing fine, it just works.
Doesn’t matter what map I’m on either.
In your case, you are probably suffering from what many others are. The nvidia drivers are fighting with the latest game patches.
Go back to a driver from August and you should be fine. You can find the steps here:

I went in and actually tested this. There is some basis for what you are talking about, however its moot. There is no reason to be spamming the skill panel while playing.
Currently uploading a video that I did on this very thing. It even affected mine, but not very badly. At one point I had some latency, but it was because of my internet, not the spamming of the window. (I was on my Starlink)
It did pull down the FPS a bit, and a lot more when I started spamming but it overcame it, even in towns after a few seconds.
