Mad Wolf’s Glee Werewolf Skill Ranks increased from 2 to 3.
and im getting 4
Its +3 and fully upgrading gives +4. Its a visual bug with the armor not updating
It’s normal, all gear that grants ranks gains an extra rank if fully upgraded.
