All I can figure is something is bugged. I am playing a seasonal character, decided to go through the campaign again, got the notice for the Lunar Shrine event, started it, log back in today and there is no vendor for the event in Ked Bardu. I tried relogging and nothing.
I am having the same issue. i am playing on the eternal realm and i can do the shrines but the quest giver in ked bardu isnt there to get the quest or to get the reward for the shrines.
You have to have finished the campaign to be able to see the Lunar event vendor.
