I am not seeing the cooldown reduction change between 4 copies of this item with rolls ranging from 24% to 52%. I thought it was just town so I ran out killed a few mobs then checked again. Cool looks like the 50% version is working so I pop on the 24% to see the difference, no change. Then kill a few mobs. No change. Put on one of the others no change. Going into town or zoning corrects the behavior. My other stats change instantly just the cooldown showing this behavior.
