Locking/Stuttering when entering new zones

For those that are more technical than myself, do I need a new CPU, Memory, and/or Graphics Card to solve this issue? For the most part it runs fine, I just have really long load times and stutters when entering new areas (locking up even). Any help would be great!

Processor: i7-6700k CPU @ 4.00 GHz, 4008 Mhz, 4 cores
Memory: 16 GB
Video Card: GeForce GTX 1050 Ti

Sounds like its having issues loading assets from your drive.

What sort of drive do you have the game installed on? Is it in good condition, nearly full, etc.
