Do you guys know if Lightning Storm’s 5 strikes can all hit a single target multiple times if there are no other mobs nearby? Or will the other strike just miss if there is only a single mob?

A bit late for an answer, but good to give an answer for those Googling it. Against one enemy, it still appears that strikes other than the first are randomly strewn about, but there is a chance another will strike close enough to also hit your primary target, especially against larger enemies.

regarding the troll spell.
From my experience, it still hits it counting as one Lighting strike. The rest will just hit nothing.
You are guaranteed one hit with the chance for 2 or more (rng dependent). Larger hitboxes (bosses) can be multihit much more easily.

Like said above, you are guaranteed 1 hit. You can get multiple hits by getting mobs close to walls and casting near there. The other bolts will strike beside the wall and you can get multiple hits. Bigger mobs like world bosses are big enough to get hit by all 5 in any condition.
