They have this in WoW. Reasons why PvP community in D4 died instantly is because there is no leveling locking. People don’t want to PvP with all mythics and legendries. I am just saying, its not that PvP needs to be balance, its that players don’t even have the expected controls and tools to have their own platform for PvP. I have discuss this briefly with other PvP communities, and one biggest change necessary is level-locking and disable of certain system by players’ choices (like paragon board, merc, & seasonal powers; etc.)
The take “diablo 4 isn’t a PvP game” is blinding to the community that already have revolved PvP with twinks in WoW, Diablo 2, and such.
It is zero risk needed from the D4 Devs, just give the right tools and controls for players to allow themselves to have their own PvP platform. No one is going to expect to PvP without such tools and restrictions. Even within this season 6, i hear new players asking about PvP. I basically am left silent knowing D4 basically abandon PvP.
Personally In an ARPG there’s nothing to gain from PvP, so who cares? Not like I can merc some dude and have a buncha gear drop, and what satisfaction is there when I kill someone? Woo hoo I won!!! Yeah!! Ok now what?

No diablo game has ever been designed to have meaningful, balanced PVP. People pvp’d despite this.
And that’s great, if they had fun doing it.
I’m not disagreeing that it would be cool if some more time was spent on making it an enjoyable experience, but D4 is primarily a PVE game and that needs to take priority. There are plenty of other games with more developed PVP out there, and I don’t mean that as “if you don’t like it, go away” response, rather that Diablo PVP had always been a mess, so it’s kind of crazy to expect it to be different after 3 previous games where it was a mess.

IMO there should only be one game on the market for pvp and leave the rest of the games pvp free. PVP doesnt need to be anywhere in Diablo.
