This is at the end of the PTR 3.2 patch notes.

My take - I think there are more splinters to come and these splinters will be mythical rarity. This will give them a numerical bonus and possibly an additional effect such as splinter of hellfire giving access to an inferno ultimate. This isnt exactly Blizzcon worthy so this is probably just part of the reveal.

What is your take on this message?

Meaning in the Lore

I think we’ll get something new—a new region and a new class. It was like that with the Paladin, and it was a hit. I also think we’ll see Diablo in a cinematic. —

What I’d like to see: a sixth Paragon board where you can tweak your skills—adding more projectiles, increasing duration, raising resource costs or cooldowns, making core skills generate resources instead of dealing damage, and refining builds with stats like higher Lucky Hit chance, shorter poison duration, etc.
