Is it possible a character be bugged and not able to find these? My Barb, Sorc, and SB all got these left and right all day long in T-3/4. My necro is in t4 and after 20 dungeons, 40 rifts, 200+ whispers I haven’t seen a single one ?? Feeing bugged, RNG can’t be this broke. I was finding 3 or 4 an hour on my other classes.
Your classes share some across the board. That being said, which ones exactly are you missing on the necro?
never mind. I’m an idiot. I can’t find any legendary manuals cause i know them all… sigh…
Hadn’t played necro since the start of the season and had just got to T1 and swore i’d not found any when i’d played 2 months ago… apparently i’d found them all… /sigh

… where I was trying to Master work my gear, but I was at the Occultist instead of the Black smith, and I was getting upset because I couldn’t Master work anything, I thought the game was bugged…

I’m wondering the same thing and unlike the OP my Spiritborn has several legendary manuals that refuse to drop. I’ve cleared Pits, farmed seasonal and hell tides, run Undercity… nothing gets them to drop. I’m missing some important ones like Legendary Eagle Augment and Legendary Eagle Finesse. I got all the blue and yellow manuals leveling to 60 but since then they rarely drop. I’ve opened nearly 20 whisper caches plus enough pit runs to level all my glyphs past 15 and haven’t seen one drop.
Is there some trick to get them to drop or is it just pure RNG for the legendary ones?
Update: OMG, this is hilarious… I was opening whisper caches on my SB that I had farmed on T4 with my Druid. Apparently there’s some glitch where those caches don’t drop legendary manuals. They do drop magic and rare ones though. This game is so inconsistent… smh
