Legendary Effect Amount Not Inside Stated Range

As stated previously, it snapshots the value when crafted. The range for aspects where there is a non-percent value (such as damage done, average damage, as well as barrier amount) will go up as your hidden average item level goes up. The value from the codex is based on your current (hidden) character item level.
