I tempered “Chance for Lightning spear to do double damage” on my two-hander staff and the max I could go up to is only 40% (with MW +3 ticks on, it only goes to 47%). The temper is legendary. I looked at my friend’s two hander staff and it goes all the way to 70%. Mines is definitely bugged.
