Simply, if you use the new dungeon keys with the you will easily see how the upgrade process picks the botom row first.
Many game companies would have just made it random. They took the time to prioritize the upgrades to the good powers first.
Something positive on the D4 forum, let me sit down.
Oddly enough for me it seems to pick one until it’s maxed out. I’ve found a good 5 altars so far, and each one upgraded the exact same witch power. Not that I’m complaining, I find it actually quite nice. Also yes, it was the powers at the bottom, more specifically the ones that the altars give you to begin with.

with how easy it is to find them now… there shouldn’t be a problem maxing them out (or at least the ones you want to use)
i maxed them all before i began hunting for the altars (wanted the powers not upgrading the ones i didn’t want)
if i would do it now i would only run NMD’s with the altar in it (i wish they would just give me the powder instead of a sigil as it keeps filling up every 30 minuits or so)
Now if only they would do this with NMD’s and affixes.
