I just want to understand why the devs felt the need to remove the application of judgment on holy bolts? Like is that not the main engine to a judgemnt paladin?

When you hit level 15 and choose Judicator as your oath - all basic abilities apply Judgement. Holy Bolt, Clash, Advance, Brandish - doesn’t matter.
So removing ‘applies Judgement’ from Holy Bolt tree actually gives you more skill choices, not less.
