Closer to 4 hours (3 hours, 47 mins).

He’s using a Minion build, does tons of Whispers, then piggy-backs on Strongholds. Then he says “Use Ashava power” without ever saying to actually kill Ashava.

“Make a friend” to re-do Strongholds.

Save Obols until T1 for 750/800 loot.

It’s all common sense stuff for quick levels. Nothing ground breaking, and had the same been done in S7, it would probably be sub-2 hours.
