It is always better to use the latest available builds even though you don’t have access to the seasonal powers or items. The seasonal balance in skills and abilities also concerns Eternal Realms.
Following S9 build guides means probably a bit weaker Eternal builds due to the lack of seasonal powers but certainly better builds than copying S8 ones. Tweaks in the Paragon Board might be required to cap armor and resistances. Seasonal items sometimes provide that (it is the case I believe in S9).
