God I wish I could have this drop just to vendor or destroy it at the blacksmith to make the bootlickers rage. That would actually make the game feel good for 10 seconds.

it’s legit +4 to every skill, it’s undoubtedly the BiS helmet and that’s why I NEED it and it sucks that it’s not in the game

It’s described as adding 4 levels to every skill and we just don’t know I’d that means active skills or includes passives.

Harming what experience? The trash experience provided by this game? The game isn’t improved at all with a slightly powerful item. It is still absolute garbage at the core.

Passives are not Skills.

They are part of the skill tree

They don’t receive points when you have for example “+3 defensive skills” on an amulet, so probably not for shako either.

The skill tree has skills on it with passives to boost their performance. Your skills are the abilities that you can put into your skill slots on your hot bar.

Then blizzard should change the name from “Passive Skills” to simply just “Passives.” it is misleading. In D2, all skills meant ALL SKILLS including passive skills.

Passives aren’t skills, they’re passives…

Skills are actions that you use

Passives are passive buffs / damage / etc to the said skill when used.

It is in the game, it’s just super rare to get it.

If passives aren’t skills then why are they on the SKILL tree???

If they were passives then they would be on the PASSIVES tree
