Is the fury generation on the wrath glyph still bugged for whirlwind?

I would love to be able to use this to fix the fury generation issues that I am currently experiencing. Would be wonderful if it worked but if not I don’t want to invest in it, I’m level 50 something in hardcore which is an awkward time for barbarian, kind of like the teenage years

"People don’t understand how the Wrath glyph works. This is partially user error / poor reading comprehension on the part of the playerbase. With that said, this is also partly the fault of the game designers who weren’t more clear in the description of the glyph tooltip. Let me explain further.

Read the glyph’s effect very slowly and carefully. Here is the description:

“Skills that Critically Strike generate 3 Fury” – let’s break this down for a second. It says SKILLS that critically strike generate 3 Fury. It doesn’t say “crits with skills generate 3 fury.” The two are close in concept but not the same. What this tooltip is saying is that the skill, if it crits, generates 3 fury. What’s implied but not directly stated with that kind of wording is “this can happen once each time you use the skill.”

This is a once-per-cast mechanic. When you cast a skill, and it critically strikes anything at least once, you generate 3 fury. It can only do this once per activation of a given skill. Whirlwind is a special case because it is channeled. It was designed to take advantage of powerful effects that can be snapshotted, such as the Limitless Rage aspect. That said, Whirlwind not dynamically updating and instead having snapshot mechanics means that an effect such as the Wrath glyph will give limited benefit.

Wrath DOES work with Whirlwind. When you press and hold the WW button, the first time it deals critical damage, you will generate 3 fury. If you continue holding down the WW button, additional crits WILL NOT yield any further fury generation. You can test this yourself. You’ll generate 3 fury (or more if you have willpower and other +resource generation bonuses) the first time your WW crits, but if you keep holding it and keep critting you won’t get 3 fury for crits after the first. Unless you stop channeling and re-cast WW. Then you can generate 3 fury again upon getting a crit.

The glyph does not say “each time you crit, generate 3 fury” – it says “skills that critically strike generate 3 fury.”

The developers are partially to blame, because they could have put a short amendment in the tooltip that says something like this: “Skills generate 3 fury the first time they critically strike any enemy.” or even better would have been something like this for the tooltip: “Skills that critically strike generate 3 Fury. Can only happen once per skill activation/cast.”

This is not a bug with WW, it is simply the result of the design choice to have Whirlwind be a snapshotting ability rather than making it one that dynamically updates. They could fix this so-called “bug” but in doing so they’d have to change the base functionality of Whirlwind. They’d have to change WW into being a dynamically updating skill, but that would break the interaction with the way Dire Whirlwind and Limitless Rage aspects work with WW, in addition to potentially other aspects that get snapshotted (can’t think of all of them by name at this exact moment)."

Edit: if you want to test this yourself, make sure to untalent the skill modifier on WW that gives you 1 fury per hit or 4 fury when hitting an elite. It will go off on each hit and make you THINK Wrath is working, but in reality you’re getting Fury not from the Wrath glyph but from the talent that makes WW hits refund 1-4 fury. Very crucial detail if you decide to do your own testing to confirm what I’m saying here.
