I don’t really get it. I’m level 69, I’ve gambled for 100s of rings with probably 30% being legendary, I’ve purchased dozens of helltide ring chests, opened dozens of ring crates from whisper turn-in, and looted dozens if not hundreds of legendary rings. I haven’t seen a single one with Bold Chieftain’s Aspect on it. Is there something I’m supposed to have done before this starts dropping?

Wondering as well. Did anyone loot it in the past days? I’m level 73 and I haven’t seen it once.
Even if they are disabled, you are able to loot them. Disabling them just makes them not work, not unlootable.
Source: I got an edgemaster’s glove like 2 hours after they disabled it yesterday.
It’s not disabled, it is just a WT4 ring only aspect, so I believe it can only drop on Ancestral quality rings. So, you need to really target farm for it. Spend obols on rings, pvp currency on rings, target rings in helltides, etc etc.
Just got another one last night.
Edited for correction: It can drop on sacred quality rings, but, the above still stands it is a WT4 aspect drop, so ensure you are in WT4, and emphasize on target farming it.

it is there and obtainable, but the effect itself is disabled.

It’s not a WT4 drop, or at least it didn’t use to be. I got two of them while leveling, one in WT1 and one probably in WT3. However, that was 1 week ago and I haven’t seen any of them since. They probably made it exceedingly rare since then.
The aspect itself doesn’t work anyway, no communication about it…just more nerfs instead of fixing this

I found a bold cheiftens ring last night in WT3 and its definitely bugged. Does nothing no matter how many enemies surround me.
I actually got it just a couple hours ago after hitting level 80. Can confirm it dropped on a sacred and can definitely confirm it works, because I noticeably have 6 seconds less on my shout CDs when I use them around 5 or more mobs.
So I can confirm it’s not disabled, just unbelievably rare. Honestly, I’m not even sure why. The only thing I can think of is that there are less ring-specific aspects than others, so when a ring does in fact roll legendary it’s less likely that it rolls a barb-specific ring-specific affix. The only way that makes sense, however, is if the way it worked was that item category, item quality, and then, if legendary, item affix are rolled in that order. So it’d be odds of being a ring * odds of being legendary * odds of it being a barb-specific power * odds of it being a ring-specific power. That’s the only way it being so rare makes sense to me, but it just seems silly.

If an item is disabled is the text greyed out or is there no way of knowing it’s disabled unless you read forums?
found 3 rings on my grind to 100, just a very low drop rate it seems, keep grinding

Resource aspects seem to be pretty rare, seeing how they only show up on rings and rings also tend to have one of the many offensive aspects.
I have one, I got it in WT3
I just hit level 85 tonight myself, never seen the damn thing once, got plenty of the other one though, the 2-4 fury per second per shout, just cant seem to find this one, been on WT4 since level 63 as well so i guess bad luck…

Rings can roll tons of aspects - 35 different aspects, I believe. I’m sure some of them are weighted higher than others as well.
Your best bet is to slam 1000+ obols in Rings when they’re rolling ancestral and hope for the best.
Update from yesterday, just after hitting 87, i did an obol gamble, had around 900 of them, got TWO OF THEM in 15. After not seeing any for 87 damn levels. i hope yall get it soon
