Yea trading and economy is what makes an RPG flourish. This game is dead without it.
Focus on doing some speed NM dungeons. Get a few Sigils same dungeon do them rinse repeat.
I was having the same problem with Temerity and got my perfect one from NM end reward. I also got my perfect Magnum Opus I needed for my build last night as a reward.
You get more Uniques from the Rewards just got to bang them out… Still RNG but stronger chance. I’d say T45-50’s get them done in 10 mins just get em done.
With that said game needs open trading of everything… even resources because hate trying to farm forgotten souls.
PVP zone seems to be largely untouched from what zones were like before they first nerfed mob density, like they just left it as is. It’s a good farm.
I didn’t get mines till lvl 75 and funny thing is after that, I’ve had at least like 5 drop lol.
im at near 5 days playtime total.
i’ve spent almsot 3/4 of it in WT4.
ive spent more than that JUST focusing on ring gambles & ring cache (and even some ring helltide chests)
I still have yet to see a single Exposed Flesh aspect.
i have over a dozen unique items yet a mere aspect alludes me? thats messed up.
By the time you actually get the tempest roar drop, Blizzard will probably nerf it in their upcoming 17 page “balancing” patch anyways.

Yes, I’ve seen it 5-6 times. And vasilys just as much. Play the game and it will drop, I don’t have any suggestions on specifics farming, as I’ve seen it from the world boss, regular, nightmare dungeons, and the legion chests.
If you’re struggling with your build because you don’t have it, swap to something else. I found trampleslide was very strong and pushed me through nm 50’s with mediocre gear.
Yeah I am, I’m playing pulverize but want to be playing the storm wolf tornado build 
I’m level 98 and have gotten 12 warebear helms… no tempest roar

Level 97 Druid checking in. No tempest roar. I did find Storms Companion pants that seem kind of sick. Would love to spec into a companion build, but I haven’t found any good ones.
I went 50-97 before finding one. It wasnt till after the hotfix to the loot table that I was able to find it. I chain farmed Mercys Reach up until the two elite rooms. Raxx found 4, 3 of which were from NM dungeon rewards. Pick your poison. I preferred MR. Averaged 1-3 per uniques per hour. Averaging 2 minutes per run with zero down time. I didnt stop to loot not even a gem, legendary, Yellow, Nothing… One goal in mind
meanwhile, i just wanted a shockwave aspect for my pulv druid, and it doesnt drop for me …

Lv 94, no tempest roar. In fact, I haven’t seen a SINGLE unique helm in wt4. I have so many duplicates of all other uniques (minus the super rare ones). I’ve pretty much gone through all five phases of grief at this point.

saw my first one this wknd @ 78
spammed cultist refuge 8-9 times and then did 1-2 NMD’s, and as I went through my inventory one last time, there it was lol.
My recommendation is to farm helltides mystery chests. Use the obols from the helltide world events to gamble for offhand totems.
Did this for 2 days, didnt succeed.
96 and havent had one drop, id recommend respeccing totally to bear and id wager itll drop for you at some point. Not kidding. Finally since 76 i replaced my gloves, had to spend 60mil to grt +3 ranks to shred on it though…still have 40 left, but it goes to show you how long its been since an upgrade. Things RARELY drop that are appropriate for my spec. Most items come with some kind of earth crit damage, lightning crit damage, storm cooldown…blah blah you get the point.

Just to chime in from the EU -Forums. I just made a post regarding this.
So…
I’m 25% off level 100. I’ve been farming Nightmare Dungeons since level 68…and tried to farm Canibal/Cultist families as much as possible, for the increase helmet drop chances.
I have yet to see Tempest Roar drop.
Worst part is, I have gotten every other single Unique available to druids, atleast 5+ times.
Even worse part… I’ve gotten the Earth/Bear helmet 11 times in a row.
Assuming there is a 50/50 chance that unique helmets can either be TR or Vasi… That gives me a 1/2048 chance of this being the case. (Assuming we dont count Shako and Andy as possible drops, cause of their low drop chance)…
0,05% chance… that my unique helm drops have not rolled Tempest Roar…
