Is provocation worth it if you are not staying in bear form for 12 seconds?

I recently picked up a 4 star almost perfect Dolmen Stone off Duriel and I was very disappointed with Pulverize damage so I switched to hurricane boulder.

But I have two issues with my build: Provocation and Backlash

I want to get the 12 second auto-overpower from provocation but I find myself constantly switching forms when I cast hurricane, poison creeper, or even claw when I am low on spirit, so I don’t think I am in bear form for 12 straight seconds. How the heck are people staying in bear form for 12 seconds?

For backlash, the only defensive ability I have is Earthen Bulwark, but since it is my only form of unstoppable, I save it for emergencies (I play druid on HC). I am thinking it is not worth putting points into backlash due to this reason.

Am I missing something on these two passives?

UPDATE: Apparently, you don’t have to be in werebear form for 12 seconds straight. Just 12 seconds, and if you are out of wearbear form, the timer stops, but does not reset. The tooltip is just very misleading saying you have to “remain” in wearbear.

I removed my points from backlash and put them into Nature’s Reach. Seems to be working pretty well now.
