Is my understanding correct on this enchantment?

I need to make sure I am understanding this effect correctly.

I have an Ice Sorcerer using a a mace and a focus. I went to the Occultist and enchanted that effect that says “X % chance for Ice shards to be cast twice”. After masterworking the two percentages are 32.2% and 37.4%.

This isn’t a lucky hit or anything that requires some other condition to work right?

What I hope it means is that with every cast I will have a 32.2+37.4 = 69.6% chance for the shards to cast twice. Is that right?

You are understanding it correctly. It would have to say Lucky Hit first on the affix otherwise. I.e. ‘Lucky Hit: % chance to stun’ for example. Meaning you would have to get the lucky hit first, then that has a chance to stun.

As it stands right now it’s just a flat % chance to cast twice, no other gimmick involved what so ever.

The chance is for each individual ice shard to cast a second time.
